yes, that's right. kids will not let themselves go hungry normally. but in some childcare, they have timetable. So if you don't eat, say, at 12 noon, their lunch time, then you won't get to eat until 4pm, their tea time. so if in between the kids are hungry, then they still have to wait. My #1 is very choosy on food and also playful. so he can tell you he is full this minute but the next look for chocolates, sweets, cakes, chips, ice cream etc to fill his stomach up. So sometimes, i still have to make him eat his meals.
