you are right that shipping charges is base on weight. however, there are 2 kinds of weight that is in question. ACTUAL weight of items and DIMENSIONAL weight.
from CGW website:
Bulky but light items take up more space in an aircraft. This is why shipping companies sometimes charge for the 'volumetric' weight of an item.
If the volumetric weight of your package is greater than the physical weight, we will use the volumetric weight to calculate the shipping charge.

as for my spree, shipping charges is calculated based on actual weight of items plus remaining box weight which is divided in proportion of the actual weight of spreeists items. ie. the heavier their items, the more empty box weight they bear.
this empty box weight is the dimensional/volumetric weight. THEREFORE, if an item is very LIGHT but HUGE, the box used to pack the item would definitely be huge. CGW will charge whichever is HIGHER. so if dimensional/volumetric weight is higher, they charge as that.
i would be more than happy if i am wrong in assuming that the items are bulky but i rather err on the side of caution than happily place order and then be faced with crazy shipping charges when it reaches. that should not be the responsibility of a spree organizer, just placing orders and not caring to alert spreeists of potential risks. again, that is my viewpoint and it is fine perfectly fine to be that others may have their own opinions.
