Please Advise: New MOM regulation for existing employer to sign on current maid's employment history

Dear Mommies/Employers of FDW

Is there a new regulation that we as employer need to sign on our existing FDW's Employment History?
My maid came back last nite (every Sunday off) and pass me a printout (on a scrape paper!) that showed her Employment History by the agency that processed her WP.
The Agency now ask me to sign on that copy; they have signed as well and that i return this copy to them.

I'm wondering, is this a new MOM regulation?
And what's the purpose? Can this also be used for her (FDW) to ask for transfer and show potential employers?

Hope those we are more familiar, can advise.
