From your description, Gabe sounds like he has a good understanding of his environment & interactions with people.
I am sure he knows a whole lot more of vocabulary but is not able to pronounce the words fluently yet.

For your Noah, if MIL doesn't mind, playing nursery rhymes over audio/video will be helpful too.
It seems like it is not that Noah is slow in his vocalisation but he
does not have the exposure to a wide range of vocabulary.
MIL didn't read books to him either?
