Is surgery needed

I’ve had a reduced sense of smell for months and often feel congested, even when I’m not having a cold. Can chronic sinus problems lead to this? I’m curious whether anyone has undergone endoscopic sinus surgery in Singapore and how they knew it was time to consider surgery.
