Maid helper issue and advise

hello everyone
Can someone advise me on the following ?
My helper passport /visa is due this year
According to agency
Employer No need to pay for them
It should be paid fully by worker , themself .
Is it correct ?

Next I’ve this issue recently
I noticed whenever I ask helper to go marketing
She has the habit of not returning change to me
, when asked , she will feel frustrated , then pass me back leftover money .
Few incidents
She will say she forget .
Then today Super ridiculous
She passed me 2receipts telling me
I didn’t pay her for that
It was 2nd Feb receipt
Today is 13th Feb
I don remembering about this
So I asked her back
How come took her so long to tell me ?
She replied she forget
I’m pissed

1stly, for the passport it is not compulsory for employer to pay for it.
if they perform well, i think its ok to pay on their behalf or if not half half.

2ndly, maybe you want to consider you go the marketing of groceries yourself or tell her that If she dont return the receipt and balance money, you will deduct from her salary.
I think these people are taking you for granted that you never ask.
