harbin is too cold for children that age unless u know how to dress them in proper layers. it can be as cold as -22degree or lesser....n dec is very crowded in harbin due to the annual ice sculpture event. my china friend discourage me to brinv kids along unless i can chain them to me on my body as its very unsafe.
