Any mommy experience your infant currently in my first skool and could not get the seat for Toddler class?

Hi Mommies,
Currently my son is in my first skool infant care. he is turning to 18 months soon and School told me that they can't guarantee my son to get a seat in toddler class. Is there anyone encounter the situation like that?
