What is elective c section?

Anyone have any idea what is elective c section?

Elective c section need to pay extra? As now i had paid this charge to my doc. Is this the doctor professional fee?

What i know is if you choose natural labour but end up need emergency c sect then u need to pay double. If u choose elective c sect but end up with emergency c sect that one Im not sure if need to pay double or not.
