How to change BP thread title?

I changed my BP thread title at the https://apps.singaporemotherhood.com/bulkpurchase/login but its not reflecting at the forum.

Please advice?

I look at other forum replies, i also cant see "thread tools", can you provide more details/printscreen on where is it??
